The rules for the windshield differ from those for side windows. An added film does not become permitted merely because it looks clear or its label says VLT 70–90%. It matters whether the glass was darkened by the vehicle manufacturer or a film was applied later.
Under Interior Ministry Order No. 165 as amended by No. 14 on 26 March 2024, reducing light transmission through the front windshield is prohibited. The stated exception covers darkening performed by the vehicle manufacturer, provided the reduction does not exceed 30%. This is not a general permission to apply an aftermarket film that leaves the windshield at 70% VLT.
Front side windows have a different limit. Under Amendment No. 47 of 2 July 2024, light-transmission reduction must not exceed 60% without patrol-police consent. For side windows next to passengers behind the driver, the limit is 75%. The final result depends on both the original glass and the film; the film's labelled VLT alone does not establish compliance for a particular car.
Even a visually clear film can lower light transmission. Claims that “clear athermal film is legal on the windshield” or “70% VLT makes windshield film legal” are therefore unreliable. For front side windows, measure the original glass before choosing a film and the finished glass after installation. For the windshield, first check the rule concerning manufacturer-applied darkening.
The provisions of Order No. 165 and Amendments No. 14/47 reviewed here do not state a blanket exception for an applied 14 cm sun strip. We therefore cannot promise that a strip of any darkness is automatically permitted. Check the applicable requirement for the particular vehicle before fitting one.
A factory sun visor or a removable screen used while parked can provide shade without adding windshield film. For side-window film, measure the starting glass and discuss the final light-transmission reading with a specialist.
The order does not generally permit an aftermarket film merely because it looks clear or has a high VLT on its label. Its stated exception concerns manufacturer-applied darkening with no more than a 30% reduction in light transmission.
That number alone is insufficient: the rule also distinguishes who darkened the glass. Do not apply the factory-glass threshold automatically to a film installed later.
The provisions reviewed here do not state such a blanket exception. Check the current applicable requirement before installation.
Do not promise that an added windshield film is legal from its light appearance or VLT alone. Different limits apply to front and rear side windows; film selection depends on window position and a measurement of the finished vehicle.
